Out of Office/Busy - Outgoing message but not incoming

Is it possible to have the voicemail allow me to record an outoging message (saying who I am but to try again later or contact me by email) but not accept voicemails from callers?

I get stockpiles of incoming messages that I don't have time to deal with but people think they have reached me once they leave a message.

However, if I turn off voicemail altogether, the caller won't know they have reached the right number.

I don't mind them knowing I'm on a call or who I am, I just don't want them leaving messages.

@Sandymount  that's an interesting idea you have there but it's not a feature supported by voicemail. Do you think something like this will work instead; changing your voicemail greeting to mention "try again later or for a quicker response send an email"?
