Voice Mail - This feature is not available

Hi, 

I have recently joined three, when I dial 171 I get an error message which says this feature is not available!

How to I turn on my voice mail?

##21# turns off my voicemail according to your link - I want to set it up!
I tried and my phone gives me a message says - call forwarding unconditionally - erase succesfull????
