3 billing not working on the Google play store

Hi,
Up to today, I have been using 3 billing on the Google play store without issues. However, today my transaction failed and showed "3" as unavailable.
Having reviewed other threads on here, previous solutions were to remove 3 billing and add it again in Google pay. Once I removed it, the option to add again is not there. How can I get 3 billing to work again? I have unsuccessfully tried the steps shown at https://www.three.ie/buy/pay-by-mobile.html

Nevermind, tried my sim in another phone and the option to add 3 billing returned. Once added, it works again on both phones.
