Cannot set up voicemail

I’ve tried to set up my voicemail for some time, and everytime I try to call (171) the automated message plays “ you do not have enough credit”.
This is not true as I’m able to call all other numbers.
I’m not sure what to do as I cannot listen to any of my voicemails

@Angie23 Good morning 👋 Can you tell me what plan you're on and what your credit balance is? Voicemail is a chargeable service ( 15 cent ) so you need to have a credit balance. Have a look here for all the details regarding voicemail 👍
