Charged for data despite all mobile data turned off

I have been repeatedly charged for data while all mobile data is turned off permanently. This is not the first time, this keeps happening. I included a screenshot from my 3 account below. I received the usual text this morning From Three: Your EUR2DayPass has been activated. Enjoy up to 200MB of data up to midnight.  EUR1 per MB once you go over 200MB. 

 

How to resolve this?
