Not receiving Webtext security code in Ireland

Hi, I'm not receiving the webtext security code today?

I'm in Dublin and there appears to be a signal but it goes up to 4 bars and down to 1 intermittently.

I'm receiving calls and I've powered off and on on my phone twice but I'm still not receiving the security code.

I've sent myself a text which I received?

Please help?

I've tried it again and now received the webtext security code.
So it's now working. I didn't do anything to my phone though.
Odd - seems like a service/reception problem in the middle of Dublin?
