Iv been charged for calling an EU number, which Three say is "Out of allowance summary

The number in question is a UK number, but unlike normal UK numbers which start with 00441, this call starts with 00443. When I google the number is described as "Telephone country code +44 is the United Kingdom, and a number beginning with +44 3 is a non-geographic number, billed within the UK at rates comparable to calling a landline number within the UK. "
Can anyone explain why Im being charged as I have unlimited EU roaming and I don't deem this prefix to be a premium number
