Moving from pre-pay to bill pay

I’m looking to switch from prepay to billpay online, I’m encountering the same problem everytime I try and I’ve just read another topic on here with the same problem I’m having, the solution could be my account isint registered or set up properly? Could I get any help with this please, I’ve attached a link to the topic below.
