I'm in Ireland using a Pixel 5 I bought in Japan and the play store says "This app is not available for any of your devices". Why not? My phone is working just fine on 3's network.
@Fergal_01724 Hi there & welcome to the 3Community. Since the phone was bought in Japan Goggle Play Store may just have the wrong home country setup. To update it can you open the Play Store, click on the profile icon in the top right-hand corner from the menu that appears click on Settings, then General, Account and device preferences. There's a section listed as Country and profiles check if that is listed as Ireland & if not you'll need to update it.

As it says in there, you should only change country when you move to a new country. Changing country in Google is a big deal (and sometimes very difficult or impossible if you have set up family stuff).
The 3 app should not be country restricted, visitors to Ireland should be able to install it without any jiggery-pokery.
I can see what looks like My 3 apps for Germany, Macau and some others in there. Please make the IE one visible to everyone (and clearly labelled as the IE one).
Oh BTW, I have another account that is set to IE, so I was able to install it thanks to your suggestion but it would be nice if there was just no problem in the first place.
I think Google allows you to change home County once a year so you could do that.
It makes things easier for companies that are in multiple countries to lock apps to specific countries
