Got charged abroad despite having purchased roaming pass

Hi,

I purchased a 7-day roaming pass shortly before travelling to Taiwan Sept 27. Within five minutes of arriving at the transit airport in Turkey, I received a text message from 3 saying I was at 90% of my credit limit. I had used 24MB of data at that point (I had reset the counter to zero). 3 agent has also given me the timing of this data use, which coincides exactly with my arrival in Istanbul airport.
Using the airport wifi I contacted 3 agent who told me he would cancel that pass and give me a new one (I have the transcript). 

Nevertheless I am being charged for the data used when the original pass was not working. Home now and have been talking to another agent to dispute the charge. He says the charge is correct and I strongly dispute this. A 20% credit doesn't cut it.
I have the transcript of the agent conversation which I can provide to you.

I am very unhappy with this situation - I can no longer trust that roaming packages will activate as expected, leaving me open to insane roaming charges.

I would appreciate some help!
