Roaming in Northern Ireland

On the https://www.three.ie/legal/terms/uk-roaming-add-on-for-bill-pay-customers.html it states that 3bill pay customers can opt into the Three Bill Pay UK Roaming Add-On which states allows for Calls to Irish & UK mobiles/landlines roaming on Three UK in Northern Ireland to be taken from your inclusive price plan minutes. However to activate this customer services through 1913 need to be contacted. I did contact customer services but they state that this option is not available (I am a 3bill pay customer).

Is this an error in three.ie terms and conditions
