Plan didn't activate with money in the account

I topped up €15, thinking I was on the 15 prepay plan. I then switched from the 20 to the 15, presuming it would use the money in the account. I thought I was using the plan's minutes but instead was charged €15 for a couple of calls!

Does the plan have to be selected prior to topping up?
