Voicemail blocked

When I dial 171 it says my voicemail is blocked and I don't have any options to do anything else. When I call Three they say I can't listen to my VM as it is a paid service on Prepay 20 but everything I've read on the website says otherwise. Even got a text earlier this year from Three saying that from the 29th of March that VM in the ROI and EU would be free. Any ideas?
