PS5 NAT type always strict

Hello, I have ZTE MC801a 5G modem and I am experiencing similar problems to those in the past where my PS5's NAT type won't change from type 3. I have tried enabling UPNP, entering the console into the DMZ and resetting the router but nothing helps.
