I am new to both Three and using a prepaid SIM card.
I just got a 3 Prepay 20.
I was surprised to find that while I have 3000 minutes a month for Three to Three calls I have just 60 minutes of non-Three to Three calls. That strikes me as a low figure.
In my case, I had to make a series of phone calls within Dublin from my residence to An Post and Dept of Foreign Affairs after the pair somehow lost my passport card. The result of sitting on hold with them, having to make multiple calls to both is that I have used up my paltry 60 minutes and am now being charged a high rate for what are local phone calls.
To make matters worse, they have still not located my passport card so today I have to make more phone calls to both.
These local calls will soon end up costing me more than everything else in my plan.
This is not viable for me.
Why are these calls costing so much?
Why do I have so few non-Three minutes per month?

I should mention, I received this text message:
”From Three: You've used your 60 Minutes of NATIONAL/ROAMING. Voice usage will now be charged at 0 Euro per Minute rates. Check options at www.three.ie/my3”
I have no idea what this means but I can see that the cost of 0 Euro per Minute rates is not zero.

From your post I can see why 3 Prepay 20 doesn't suit you, it's our most popular plan but not suitable if you need to make a lot of calls. As you still have calls to make I'd suggest having a look at our Voice Booster, this is an add on which will give you 100 minutes for €5 or 3 Prepay 30 as this plan gives you unlimited calls.
If you decide to change your plan please make sure to log in to your My3 and update the plan just before your next top up.
@rcox1963 thanks for sharing the text you received, I've just double checked the price guide and I can see that once the 60 minutes have been used calls are charged a 38c per minute.
I'll reach out to our Prepay team about the content on the text as I agree the 0 Euro per Minute is confusing.
