Paypal Payment flow doesn't work - Instant Top Up

The Paypal option has never worked for me or anyone I know for instant top up. Sure it will direct you to the PayPal site and ask you to confirm, even say it was succesful! But it doesn't take money from my account nor top it up. The regular card payment option works fine but it's strange that the PayPal option has not worked properly for at least a year
