@Nikolay_930701 Hi Nikolay & welcome to the 3Community. You are correct if you don't top up by €20 at once your plan won't activate.
To activate your plan & its allowances you're required to top-up by your plan amount which in your case is €20 in one go. Once you've topped up by your plan amount the €20 isn't added to your account as a credit balance but is drawn down to activate your allowances.
When you topped up by 2 x €10 amounts the system didn't recognize it as a plan activating top-up. When you top-up by an amount less than €20 the top-up will be added to your account as credit. When you topped up by €10 was your plan activate already or not?
