TOPPED UP AND IT STILL SAYS YOUR ACCOUNT BALANCE TOO LOW???

What is it with the slowness of your network...i;ve topped up with 20 euro 15 mins ago and when i try to make a call it still says YOUR ACCOUNT BALANCE IS TOO LOW!!!   Why??? get the poxy network fixed, its too slow
