Are both your mobile & broadband plans listed under your name? To avail of the family discount, both accounts have to be on an applicable plan can you check if your accounts are one of the list plans here? If both accounts are in your name you'll need to contact our care team on freephone 1913 & they'll start the process to combine the accounts.
If it's a case that both accounts are listed under two different names both people named on the accounts will need to visit your local Three stores with proof of ID to get both accounts added together.
