Upgrade not upgraded

Hi

Last December, when I upgraded, I was told that new plan was going to be 60€ instead 64€. And that was already settled. I noticed instead that the price never changed( I thought was 60 plus vat or something. Last week by curiosity I checked upgrade and the 60 € plan was there. So I did by myself. The upgrade. 

Now can I ask the 4 € extra I paid since last December to be credited back. Thanks
